Restrict sending of POs, Subcontracts, Prime Invoices, SCOs, etc prior to approval

With workflow enabled, it is still possible to download and/or send POs, Subcontracts, SCOs, etc prior to approval. Ideally, the ability to download and send these documents would be restricted until approved.

    Disabling/hiding email and detail report options would be a good idea. However, we may want to do this when new status options are added. See links below for more details.

    If we restricted the email option in each of the features, and instead of download, maybe an option to 'preview only'? Would that be sufficient?
