Put "Draft" Watermark on Workflows Prior to Approval Merged

Within the Workflow logic, it is possible for an end user to provide communication to the client for any type of item that utilizes the Workflow functionality (I.E. Prime Invoice, PO, etc.). It would be very beneficial to be able to prevent sending legitimate documents to the client before they are approved by defaulting to a "draft" watermark document. This would eliminate the possibility of sending crucial documentation to the client before approval protocols.
