Cost Code tooltip show description on view screens

Request:
Enable cost code descriptions to appear in tooltips on all view‑only screens, matching the behaviour already available on edit screens.

Current Behaviour:

• On view screens in all modules, hovering over a cost code displays only the generic tooltip “Cost Code”.

• Once a transaction enters workflow, it becomes locked, and users cannot access the edit screen to see the cost code description.

Problem:
Approvers and reviewers often need to confirm whether a transaction has been coded correctly. Without the description, they must rely on memory or manually look up codes elsewhere. This slows down approvals and increases the risk of miscoding, especially when similar or sequential codes exist.

Proposed Enhancement:
Apply the same tooltip logic used on edit screens to all view‑only screens. When hovering over a cost code, the tooltip should display:

• The cost code number, and

• The cost code description.

Scope:
This should apply across all transaction types and any read‑only view where cost codes are displayed, including workflow approval screens.

Benefits:

• Provides immediate clarity for reviewers and approvers.

• Reduces miscoding and rework.

• Improves workflow efficiency by removing the need to exit the transaction to look up code meanings.

• Ensures consistent behaviour across the system.
