When selecting photos to export from an album it should allow you to check 1 2 or 3 from various pages and export them all at once.
If I understand your suggestion correctly, I believe we have this feature option for you.
Select a Project
Go to Documentation > Photos
Change the tab above your pictures from Album to Photos
Optionally use filters to narrow the selection or scroll through all photos selecting all, or only the photos you want to download.
Click Export to PDF
