This is already an existing feature for Prime Contract Schedule of Values. Should be straightforward to implement this for the Subcontract side as well. Significant quality of life improvement over entering each line item manually.
I agree that this should be added, but as a temporary workaround, you could import the items to a "For Procurement" estimate and then import estimate items to subcontract to avoid having to manually enter them.
The Estimate import file could be cut right back to the mandatory fields and the subcontract info where you wouldn't even necessarily need to code it properly as can code when import the item and even bulk apply the code. Something like attached
I would extend this step further and look at importing entire subcontract from Excel (subcontract header + SOV) with ability to do bulk import. That will allow for mass upload of data which invaluable at the start up of the project or during the process of system conversion.
