PO CO improvements

PO Change orders miss some basic functionality that would significantly improve their usefulness (without these we anyway have to modify the PO).

1. Being able to change the amount of an existing line item (not just the quantity)

2. Being able to change the amount of a line item in the PO CO by clicking on the amount

3. Being able to rearrange/renumber the items would also be useful
