Crew Chief's being allowed to be under another Crew Chief

Currently any user in the role of Crew Chief cannot be included in another crew. This affects functionality for companies in two ways, if a user is a Crew Chief on one project but works temporarily or regularly under another Crew Chief on other Projects they cannot be in that crew. Also for any companies with tiers to their field workforce cannot have a Foreman as a Crew Chief for their subordinates, while also being a subordinate under a Supervisor Crew Chief.
