Access ITB subcontractor lists for archived leads

When you archive a lead, the subcontractor list for it is no longer accessible when setting up a new lead & ITB.

We bid many similar projects for different chains of companies. We are not awarded every project, but we want to be able to repeat the subcontractor list on new bid opportunities for the same chain.
