CO to Procurement Wizard - Allow multiple commitments from 1 CO

Some Owner CO's need to get split among different commitments. Currently once the CO is used in the CO to Procurement Wizard it is not available to be used again. It should be able to be used in the CO to Procurement Wizard until the total cost amount of the CO is totally committed.

    Jack:

    I tested the existing process and see your point. I am unsure if this is a bug (meaning not working as intended) or an enhancement needed. I am checking with the team and see what I can find out.
