When you manually add a Change Order (CO), the CO Information page is created before you can add CO items. It would be beneficial if, after uploading the related files, you could add CO items before completing the wizard. Instead of having to scroll down and click edit to add items.
I think that Stacey was trying to say was that in the CO Wizard you have to basically create the head values and click save before you can add any of the lines/items that you intend to impact with the CO. This is very confusing for clients as it does not track the same process as the other wizards and they are left wondering what they missed and don't think they actually created the CO.
