Allow RFP Bidders to be added without Contacts

Currently you can only add a company to an RFP if they have a contact associated to their company. I have several clients who are doing bidding outside the system and don't always have the contact info when they are building out RFPs in the system with quotes received. It would be great to be able to pull in Companies even without contacts to RFPs.
