Admins should be able to enable/disable push notifications for users. If you have 20 people on an hour team and everyone should receive push notifications, there is no reason why the admin should easily do it for all the workers.
Currently, only a user can set their own push notifications. Are you asking for a feature where an Admin can override which push notifications that the user set for themselves?
When the new user initially logs into the app, he should be presented with
a prompt if he wants to receive push notifications from the app.
