System setting to default "Enable Locations" on estiamtes

The current default for "enable locations" is unchecked when creating estimates. For businesses that will consistently utilize the "Enable locations" feature, it would be desirable to have a company setting that would allow for "enable locations" to default to checked upon creation of an estimate.
