In lieu of having to add a project to a User in the Company Settings, it would be useful to have any user be granted access to a project if their corresponding Company Contact was added to the project directory.
I do like the idea of not having to go to every user with limited project access and select any new projects.
Using Project Directory would only work if you ran projects where the project directory was setup as Specify Contact type so may not be suitable for all accounts/projects.
Maybe instead User Project Access could be a new tab on the Project Home or part of Project Edit so you can specify from within the Project rather than go to each individual user. Then when create a new Project the users with setting access All Projects would already be selected and Users that didn't have All project access could be selected much quicker.
It would still be the same setting as users but just don't need to go to user to do it. That way new projects becomes easier to give user access but you can still bulk allow access for new users as well.
