Add draft option in Submittals and RFIs

I would like it if there was a draft option to RFIs and Submittals so you can draft either document to be ready to go without being visible to anyone who is referenced. Currently with the only options being open or closed, anyone who is referenced in a document can see it even if the document isn't complete and has not been sent out. This is an issue if you want to prepare RFIs or Submittals on Sage but don't want to send it out immediately.
