Classifications added per Prime vs per Project

We have a client who would like to be able to assign classifications per prime rather than per project. They've got mulitple primes under every project, and would like anohter level of deliniation. Especially from a reporting standpoint to group and filter by classification in the analytics and reporting tabs.
