Rejected workflow non administrator abandon

When a workflow is completed due to all aprovers rejecting it locks the transaction and then the only user type that can Abandon it is an Administrator. If then an Administrator isn't available to unlock then it can delay something that shouldn't need an administrators involvement.

Also if a non admin user rejects the workflow to add a reason for rejection but then they want to abandon and fix the error they have lost the abandon button. They could just abandon and fix but then can't add a reason for rejection

Could it either

If workflow is completed due to rejection vs approval its not locked (2nd part of losing abandon button still a problem)

or

If you are listed as an approver you always have option to Abandon

or (my preference)

Relax the abandon button restriction completely to all users until its been Approved at which time then only Admin or Users on approvers list can abandon
