Allow grouping of estimate by owner code

Many of our larger customers provide templates as to how they wish for their estimates to be broken down. These templates include line items with specific descriptions.

Upon project award, these same line items and descriptions become the basis for the schedule of values.

It would be desirable to have the ability to specify the owner codes and the corresponding descriptions in the estimate in order to:

1. have the estimate structured/grouped in the format which the customer is requesting

2. have the schedule of values pull over from the estimate into the project
