Journal recipients should not see files uploaded by other recipients

When you create a journal and send it to multiple subcontractors, subs don't see any reference to the other subs on the journal. However, if the sub uploads any files to the journal, those files ARE visible to all other recipients. This is a confidentiality issue. Subs won't suspect that if they upload their information in the portal, all other subs on the journal can see it. They won't even know that other subs were included.
