More users can Abandon Workflow

Currently only Administrators or some who is currently in the initiated workflow can abandon workflow.

This means if someone else notices an error they have to find someone to abandon to correct the issue which could either be time consuming or even forgotten about.

Personally I don't think there should be any restriction on who can abandon an in progress workflow (different to a completed workflow). But if there had to be restrictions then additional user type where you would allow abandon would be the created by user and internal stakeholders.


Situations where it would be used are

For the person who initiated the workflow (usually the person entering the transaction) where they initiate a workflow but then notice they have misentered something. They could abandon it and correct the entry error without having to get someone else involved.
The other group that would be good to have ability to abandon is any of the internal stakeholders where they may not be a workflow approver. For example a large value item where it needs owner approval but the PM notices the error. Or the bid manager is looking at a transaction and notices an error. They should be able to fix the error and reinitiate workflow without having to get someone else involved.
