If a work order is marked as closed, there should not be an option to select it for a labor time card, PO, or bill.

Work orders still show up as an option to be selected in labor time cards and other modules even after being marked closed. This has caused issues where personnel erroneously charge additional labor and material to a work order after it has been closed.
