New Wizard to notify external team members about Drawing and Specification Revisions using the Journals feature

Wizard Steps:

1. Enter Email Subject and select Journal Type (eg. Drawing Rev Notification)

2. Select one or more drawing files (eg. PDFs)

3. Select one or more specification files (eg. PDFs)

4. Select one or more recipients using Lead Directory, ITB Directory, Project Directory, or Project Group (aka Project Email Distribution Group)

5. Review Created Journal

6. Email Journal using option in Actions drop-down
