Add Digitizer Layer to multiple Estimate items

When adding digitizer layers to estimate items, once you have added a layer to an item, you can use it on another item. We should be able to use the same measurement layer on multiple items.

See the attached screenshots. We want to add the Foundation Area measurement to the Vapor barrier and Insulation items as they use the same area. You can select and add the Foundation Area for the first item, but you can see that it isn't available for the second item.

This means for the same measurement you have to do it multiple times where you should just need to do it once.
