Add Weekly Log Reports

We can currently fill out Daily Log Reports in SCM. It would be nice to have a weekly report that can be used to summarize the progress for the week. The weekly report would just allow a user (usually the PM) to enter a summary and concerns/notes and that could then be used to generate a report with all the daily log reports for that week along with that summary and concerns/notes.
