Support HEIC File Uploads to Photos

We are seeing more HEIC photo files, but Sage does not support this file type. At a minimum the user should get an error message that tells them this type of file is not currently supported. When trying to drag this file from desktop to the Upload Photos area, nothing happens, so the user thinks that they didn't drag correctly or maybe their computer locked up.
