Interim Prime Contract Status Between Approved and Approved and Closed

When a project is completed and pending final closure, additional cost and time may not want to be added to the project/prime contract. Interim codes such as Pending Close and Approved for Close on prime contracts would have the properties that do not allow time or cost transactions to be added while awaiting an accounting final Approved and Closed. This could eliminate erroneous time and cost entries to projects and save administrators time moving costs between projects and allow project team to review project for completeness when in Pending Close and moving to Approved for Close to Accounting team. Reports could be run by teams to show what's ready to close eliminating verbal inquiries if costs are all captured and if its ready to be closed out.
