Implement folders for by drawing type

Allow team portal to have folders for drawings under one project. E.g. Project #1 has Architectural, Structural, etc.

Mechanical contractor does not need access to Structural, so would like to have folders that are accessible to the trades and non-accessible to the trades. Currently each trade has access to every page of every consultant's drawings, which is more information than needed on site.
